Sergeant Tejada hails from New York, NY and, as many "Newyoricans," spent his adolescent years bouncing between the Bronx, NY and Puerto Rico. In 1979, he attended Berklee College of Music in Boston, where he studied with Whit Browne. In 1980, he transferred to Ottawa University in Ottawa, Kansas, where he was offered both a track and field and music scholarship. In 1984, Sergeant Tejada graduated with a Bachelor of Arts degree in Jazz Arranging, Composition, and Performance.

From 1984 through 1988 Sergeant Tejada served in the U.S. Army as an Administrative Specialist with the 8th Army, Yongston Korea, Maintenance Training Division and the Army Intelligence School in Fort Devens, MA, where he also wrote the Sports Page for the Fort Devens newspaper. In 1988, he became an Army musician and began performing with the 399th Army Band at Fort Leonard Wood, Missouri. In 1991, he transferred to the 3rd Infantry Division Band in Bamberg, Germany.

Upon leaving the U.S. Army, Sergeant Tejada completed his Master of Music degree at Wichita State University in 1996, where he worked as a Graduate Assistant directing the school's Salsa ensemble and teaching world music courses.
